在句义里应该是“当.的时候”的意思,该句翻译过来应该是,当雇到一个符合资格的员工越来越困难的时候,那些能在这过程中排除偏见的雇员就有了明显的优势.
调整句子：Employers who can eliminate invalid bias from the process have a distinct advantage AT THE TIME when hiring qualified people is becoming more difficult.
去掉AT不行,TIME不能孤零零地放在句首,可以加个THE.
