Your / consignee’s assertion below is basically a contradiction.One has a choice,either file an insurance claim OR have the plates cleaned.If there is obvious,visible and actual damage to the plates rendering them unsuitable for any use,than file an insurance claim for the full amount of the goods.If they simply need cleaned,than clean them and put them into production.Don’t allow the consignee the ability to used the cleaned plates,than file a claim and get an equal amount of free plates or,harshly stated,what amounts to insurance fraud.Cargo Insurance doesn’t work that way.One thing you may do is have an independent surveyor assess the damage; provide a written report,and then all parties are protected,regardless of what procedure is agreed upon.This would need to be done prior to any removal of the goods from premises or insurance claim.The surveyor’s assessment would form an integral part of whatever decision the consignee makes – clean or insurance claim.
