【摘 要】随着2004年以来的“民工荒”在东南沿海地区的蔓延,民工短缺的问题日益严峻,它既影响了各个地区的经济社会和谐发展,又危及到劳动密集型产业在该地区的生存和发展.本文在探究温州的民工短缺的真正原因、揭示这一现象的实质的基础上,借鉴了国外剩余劳动力转移的经验结合浙江温州的社会经济具体情况,提出了扭转温州的民工短缺局面的具体对策,重新塑造温州的就业吸引力和打造劳动力成本新优势,提高经济竞争力,实现浙江经济的可持续高速发展.

Summary With spreading in the southeast coastal area of " the civilian worker neglects " since 2004,civilian worker's question in short is severe day by day,it has influenced the economic society of each area to develop harmoniously,and jeopardize the labour-intensive existence and development in this area of industry.This text is in probing into the real reasons in short of civilian workers of Wenzhou,foundation of essence of announcing this phenomenon,have used the social economic concrete conditions of combining Wenzhou of Zhejiang of experience of foreign transfer of surplus labor for reference,put forward the concrete countermeasure of civilian worker's shortage situation of turning back Wenzhou,mould the employment appeal of Wenzhou and make the new advantage of the labor cost again,improve economic competitiveness ,realize Zhejiang economy but sustained and rapid development.
