原句有问题,应该是a university KNOWN for its scientific research.这里的known是非谓语动词,过去分词表示被动,作为university的后置定语.这样虽然没有连词也没关系了.
what it takes是个固定用法,翻译时候可以很灵活,根据上下文可以有“素质,代价,能力,付出”的意思等等等,原文中我觉得应该可以和“quality”互换.比如I will do what（or whatever) it takes to help you,我会尽力帮助你.
