一、it is ... that 有两种可能：
1. 强调句：it is ... that 只是这种句式的强调框架, it is 后是被强调部分,that 指代被强调的部分,其后跟的是是句子中的其余部分,拆除框架句子依然完整.如：

It was he that went abroad last year after he graduated from the college. (强调主语 he)

= That you should finish it before tomorrow is only my suggestion.

二、It is your efforts, not your intelligence, that determine your success. 正是第一种强调句.把框架结构括起来就会一目了然：

不强调的意思是：你的努力而不是聪明决定你的成功.
改为强调意思就是：正是你的努力而不是聪明才决定你的成功.
