Why are they can't comunicate with foreigner fluent?
Some under graduate,like me.they have learned English for many years.from primary school to college university.but they can't comunicate with foreigner fluent.What do you think about them?I want to know the reason why they can't comunicate with foreigner fluent?

Just 'learning' English is not enough, 'learning' English may help you in writing, reading, and vocabularies. But it certainly is not beneficial to your speaking or listening skills. You've stated that you have graduated from primary school, even universities, however you still do not have the ability to communicate fluently with foreigners. I believe the answer to the statement is that you lack communication skills. Your english will noticeably improve if you spend more time talking to foriengers, even your english teacher will do.
