Even the very phrase “jobseeker’s allowance”is about redefining the unemployed as a “jobseeker” who had no fundamental right to abenefit he or she has earned through making national insurance （保险）contributions.“had no fundamental” 为什么用had 不用has?为什么句子里面前后的时态不一样?好像不是虚拟语气?
