3x^4+2x^2 = 3x^2(x^2+1) +x^2
= 3x^2(x^2+1) -(x^2+1) +1
(3x^4+2x^2)/(x^2+1) =[3x^2(x^2+1) +(x^2+1) -1]/(x^2+1)
=3x^2 -1 + [1/(x^2+1)]
