deserve有两层意思,相应的用法也不一样.
1.当deserve表示“值得”时,构成句式：Sth. deserve doing. = Sth. deserve to be done.
2.当deserve表示“应该,应受”时,构成短语：deserve to do sth.
如：They didn't deserve to win.
They deserved to be punished.
本问题中,中文意思应为：
“事实上,他应受罚,因为是他引起火灾.”
