rules in libraryRules in libraries are necessary.Libraries are not only the places that have a lot of information but also are good places for study.Ilbraries are always quiet; therefore people can concentrate on what they are doing.if people talk inside the libraries,they would disturb others.if the someone's cellphone rings,it also bother others.even though some people did accidently,that is not nice.therefore,no talking in the libraries and no cellphone are the main rules.rules are importanti know people everyone does not like to be restrict.but Rules are important,no question about it.But by themselves they are insufficient.Unless one has an emotional investment,rules are too easily forgotten.What we must instill,I'm convinced,is an attitude toward punctuation,a set of feelings about both the process in general and the individual marks of punctuation.That set of feelings might be called a philosophy of punctuation.
