产业集群多是自发形成的,虽然形成了一定的聚集优势,但同时存在一定的缺陷：规模较小无法形成规模经济,融资渠道不畅通,市场竞争环境不规范,软环境制约等一定程度上限制了地方产业集群的进一步发展.此时,政府的规范和引导极为重要.本文通过政府如何利用法律法规或行政手段来帮助地方产业集群摆脱困境,提升自身优势角度来阐述政府对产业集群所起到的作用.并以杭州电子产业集群为例具体论述.根据分析的相关结论,进一步提出政府应该施行的举措以及需要克服的问题.

The formation of industry clusters which produces assemble advantages is mostly a spontaneous phenomenon,but there also exists limitation. For example, the scale is too small to reach scale economy; the way of fiancing is imperfect;the problem of malignant competition is increasingly serious;the limitation of soft environment has negative influence on the development of local industry clusters to some extent. Therefore, the government which plays a role on regulation and leading is of great importance. On the basis of the analysis of government impact on helping local industry clusters out by the way of regulation or administration and promoting own advantages, the paper explains the influence of government on industry clusters. Meanwhile, the paper takes an example of electron clusters in Hangzhou to demonstrate my standpoint. According to relative conclusions, I put forward measures that the government should take in order to conquer difficulties.
