i think may be in the question should be a 'to be' before 'completed',
and the answer should be D.yet
e.g.
1.He added that the cleanup and repair phase from the four less intense hurricanes that struck Florida last year has yet to be completed.
2.The government's net receipt from the process of divestment of Rupali Bank,which is yet to be completed.
'Yet' means 'still' in this sentence.
and the whole sentence means the building still hasnt been finished by the end of last year.
