To learn Englsih vocabulary is very hard for me? Can you tell me How to learn English Vocabulary effectively? Please in English!

Tips NO.1:Reading.According to your level of English,find as many reading materials as you can.These materials should not be way too hard or too easy,which means you can grab the basic ideas of it by thinking.When there's a new word or colocation come up,check it out via dictionary,as long as you could understand the article,it's ok.DO NOT EVER TRY TO REMEMBER EVERY SINGLE NEW WORD.
As you continue reading stuff,these "new" words would come up once and once again.Assume that it's the third time you see a same new word and it's still new to you,you would like to write it down and remember it.This would save you a lot of time,(well,reading needs time though)these new words are so called-HIGHLY USED WORDS,it would covers almost every word that you use for your daily life.
Tips NO.2:Watching some popular series would be helpful too.Such as Prison Break,Lost and Friends(六人行,老了点,但是很搞笑,里面开玩笑也是很多用的语言功底,还不错）.From thers series ,you would learn how to be more native,that is,what exactly do native speakers use English as a LANGUAGE other than what we use it as a tool.
