第二个句意是Tom 在问她是否和他出去玩儿之前就应该知道答案了,她父母思想僵化的厉害.肯定是她父母不同意让她去,Tom 被拒绝了,所以说他should have known,他应该知道会被拒绝的,怎么还去问.
