第一条是 ---by his accent,he must be from northeast China.答案是Judging
第二条是 ---the best in a recent competition,the three students were awarded scholarships totaling $21,000.答案是Judged
2.A big factory has been set up in this area --- such goods for people all over the country.
答案是producing,为什么不能是to produce表示目的呢?

1.judge做动词时意思是“审判宣判/判断判定”.
1）judging by/from...=to judge by...从/由...来判断
上述短语是固定短语,只做句子的状语,而不管该动词judge和句子主语的关系是主动还是被动.
如：Judging by/from his words,he didn't realize his mistake.
2) 但是第2题并不是上述的固定短语,所以由judge和主语the three students的被动关系,可知答案是过去分词judged.
还原成句子表达为：the three students were judged the best in a recent competition.
2.此题用producing或to produce都可以,可能是出题者的意图是考查后置定语而非目的状语,而且用to produce的话,这个目的状语最好要放在句首.

=A big factory producing such goods for people all over the country has been set up in this area.
